This velvet fabric is cut into ribbons for decorative use. They've been put together for use in weaving, but are of course not exclusively for fibre arts - they have lots of other uses!
Each ribbon is approximately 2.74 meters in length and 2 inches in width. The size is not exact, due to the nature of hand tearing/cutting.
